Job Description

The International Water Management Institute (IWMI), a CGIAR Research Center is looking for a competent, self-motivated, and dynamic candidate to join as the Postdoctoral Fellow Multi-stakeholder Governance. The incumbent will be responsible for supporting the lead and coordinate the CGIAR Research Program ClimBeR (Building Systemic Resilience against Climate Variability and Extremes) work package 4 of transformative adaptation. ClimBeR transform the climate adaptation capacity of food, land, and water systems in six LMICs, ultimately increasing the resilience of smallholder production systems to withstand severe climate change. The program will implement bottom-up polycentric governance process that provides opportunities for self-organization and learning across systems, but independent decision making for adaptation planning and implementation at local level. The Post-Doc will develop innovative and flexible theoretical framework combines institutional, social and policy network approaches to understand power imbalances, cross level interactions for a social equitable transformative adaptation and implementing sustainable strategies in response to climate change.

Duties AND Responsibilities:

  • Conduct literature reviews and collation of secondary data, scoping studies and identification/mapping out of key stakeholders and literature synthesis in relation to transformative adaptation and multiscale governance issues in Senegal and Zambia;
  • Identify and build on relevant theories underpinning governance and transformative adaptation, and develop working conceptual and analytical frameworks that fit well with the conceptual framing of the ClimBeR project;
  • Design research and conduct field data collection (qualitative and quantitative), and other forms of research activities in relation to transformative adaptation and multiscale governance issues;
  • Develop polycentric framework for potential climate adaptation plans for integrating resilience, adaptive capacity for transformative adaptation in consultation with multi-stakeholders;
  • Conduct research (data collection and analysis) on the scaling partnerships and processes to generate better understanding of effective scaling pathways;
  • Conduct stakeholder analysis and initiate or revive stakeholder groups and partnerships at different governance scales;
  • Support the facilitation of multi-stakeholder groups and partnerships meetings, as well as high level dialogues to generate cross-scale linkages among multiple actors using both top-down and bottom-up approaches;
  • Trace and analyze governance processes using stipulated (ClimBeR) conceptual and analytical frameworks, with the aim of identifying entry points and enabling environments, as well as understanding the institutional entrepreneurship tools for scaling transformative climate adaptation innovations, technologies, pathways and/or processes.
  • Co-identify with multi-stakeholders, bundles of climate adaptation solutions; policies, institutional and governance arrangementsacross multiscaleto accelerate socially equitable transformative adaptation options that will strengthen smallholder farmers’ and communities’ drought responses;
  • Facilitate partnership arrangements and collaboration for the implementation of scaling activities of AWARE and ClimaAdapt.Gov;
  • Coordinate multiscale assessment of the scaling partnerships and activities through participatory monitoring, evaluation and learning tools.
  • Analyze data and prepare scientific publications, blogs, policy briefs and technical reports in the area of multiscale governance for transformative climate adaptation.

Requirements

EDUCATIONAL QUALIFICATIONS AND EXPERIENCE:

Education:

  • A PhD degree in Agricultural Innovation Systems, Climate Adaptation, Agricultural Policy, Human Geography, Sociology, Development Economics, or a relevant closely related field such as Knowledge, Innovation and Technology, Transformation Systems and Agricultural Development.

Desirable experience:

  • Preferably with two years of relevant work experience, in areas such as climate adaptation, scaling of agricultural innovations, partnership arrangement, cross-sector partnerships and multi-stakeholder processes;
  • Demonstrated abilities of coordinating and facilitating multi-stakeholder forums or processes at different scales;
  • A record of peer-reviewed publications in academic journals;
  • Experience in theorizing, developing conceptual and analytical frameworks, as well as effectively using a combination of qualitative and quantitative research methods, and participatory approaches to design and conduct field research within a systems thinking context;
  • Proven experience in policy engagements and advocacy;
