Job Description

Job Title: Ghana Programme Director
Reporting to: Programmes Director
Contract Type: 3 year fixed term contract, with potential extension
Principal Location: Tamale, with travel to Accra

Background:

We are seeking an outstanding professional with the ambition and skill to lead Street Child’s Ghana country programme, specifically the delivery of two contracts under the Ghana Education Outcomes Programme (GEOP), an ambitious payments by results initiative with the Ghana Ministry of Education and Education Outcomes Fund. The successful candidate will lead the Street Child Ghana team together with a consortium of local and technical partners in the delivery of a groundbreaking, outcomes-oriented programme targeted at improving access and quality in primary education for Ghanaian children.

Part 1: Role Purpose:

The primary purpose of this appointment is to lead strong and adaptive delivery of the outcomes-led Ghana TransformED consortium programme, with a target delivery area in the Northern Region. The GED Partnership programme runs 1) a primary school improvement component, and 2) an accelerated learning programme component for rural out of school children. It pays only on the basis of outcomes - principally learning gains, and placement and retention of children in school.

Part 2: Key Responsibilities:

Programme management (65%)

  • Lead the GED Partnership consortium overall, working at a high level with partners and key stakeholders to ensure strong coordination and accountability;
  • Drive programme outcomes through evidence-based, adaptative design and delivery of programme activities, in collaboration with the HQ management unit to:-
  • - Ensure that project performance is monitored regularly and compared to outcome targets, deliverables, budget and outcome payments with strong feedback loops;
  • - Support partners in identifying and addressing the blockages that prevent the effective and efficient implementation of their programmes
  • Line manage the Ghana team (c 6 staff) and coach Street Child’s partners to ensure quality and accountability in programme implementation;
  • Ensure that the project complies with donor expectations and the programme contract terms, and that narrative and financial reporting is of the highest standard;
  • Ensure that the financial management of Street Child’s programmes is accountable and transparent, and that all staff are fully aware and able to comply with the Finance Policies;
  • Support the identification and sharing of key programme learning across Education Outcomes Fund projects, utilising this to support continued strengthening of programme impact.

Operations, HR and organisational development (20%)

  • Lead Street Child’s Ghana operations, providing administrative oversight and, alongside the Head of Operations amp; Finance, ensuring that localised policies and procedures are in place and followed;
  • Manage SC Ghana team, developing an outcomes-oriented, responsive and supportive working culture;
  • Work alongside national partners to assess organisational capacity and to identify technical and human resource capacity gaps and where appropriate, directly provide coaching and training input and support in priority areas.

Resource mobilisation and representation (15%)

  • Lead the development of strategic partnerships with relevant actors including donors, INGOs and local/national government;
  • participation in relevant coordination mechanisms at national, regional and local level; Identify and drive new potential needs / gaps / expansion opportunities in line with Street Child’s global strategy;
  • Represent Street Child at the highest level in the region, including pro-active
  • Proactive engagement with Street Child UK head office and programmes team on strategic, networking and fundraising activities.

Part 3: Person Specification / Attributes / Essential / Desirable

Education / Qualifications

  • Educated to degree level or higher
  • Masters degree in International Development or related field
  • Masters degree in Education or related field; or attendance at specific relevant training courses

Experience and Knowledge

  • Experience of managing development programming in comparable contexts (minimum 7 years);
  • Experience of managing large scale education programmes;
  • Strong working knowledge of technical approaches to driving learning and access to education;
  • Strong working knowledge of MEL approaches in education;
  • Strong working knowledge of the Ghana context;
