Results for Development Institute (R4D) is seeking to hire a consultant to serve as a Data Analyst and IT Systems Consultant in Ghana. The consultant will work closely on and support the technical team on activities related to IT systems, data systems governance, data integration and interoperability within Ghana’s health sector. They will work closely with the Country Director, country, and HQ program team to support activities related to data analysis and data visualization.This offer is a part-time consultancy with a potential of turning into a full-time position depending on the programmatic needs, funding availability and incumbent’s performance.R4D is a leading non-profit global developmentpartner. I. Program Background
  • The Health Systems Strengthening Accelerator (HSS Accelerator) is a global initiative funded by the U.S. Agency for International Development (USAID) that is working with countries to strengthen local institutions, processes, and expertise to accelerate progress towards self-reliant health systems. In Ghana, the HSS Accelerator is supporting the Government of Ghana (GoG) and other local actors to ensure adequate and efficient use of health sector resources to achieve Ghana’s vision of health for all.
  • The GoG has reaffirmed its commitment to UHC as a signatory to the UHC 2030 Global Compact and is spearheading the Global Action Plan for Healthy Lives and Well-being for All. In 2019, the Ministry of Health (MoH) also began developing a UHC Roadmap to guide the process for Ghana to achieve its vision of health for all by 2030. Ghana’s UHC Roadmap identifies strengthening data and digital health as a key part of its priority interventions around improving quality of care and information management.
  • The Accelerator is supporting the MoH to facilitate the Health Information Management Systems (HIMS) Governance Technical Working Group (TWG) and will support the TWG to spearhead data integration and interoperability activities within the health sector. Activities being considered by the HIMS TWG in the immediate to long-term include:
  • Development of health sector HIS strategy, including policies and guidelines for data sharing, access, and ownership
  • Integration and interoperability of all systems with the DHIMS II national database
  • Development of a nation-wide health facility and health provider map
  • Development of a health sector master dashboard
  • The Accelerator will also support other agencies to develop operating procedures, build systems and explore options for efficient integration and interoperability of Ghana’s current health information systems.
