Results for Development Institute (R4D) is seeking to hire a consultant to serve as a Data Analyst and IT Systems Consultant in Ghana. The consultant will work closely on and support the technical team on activities related to IT systems, data systems governance, data integration and interoperability within Ghana’s health sector. The Health Systems Strengthening Accelerator (HSS Accelerator) is a global initiative funded by the U.S. Agency for International Development (USAID) that is working with countries to strengthen local institutions, processes, and expertise to accelerate progress towards self-reliant health systems. In Ghana, the HSS Accelerator is supporting the Government of Ghana (GoG) and other local actors to ensure adequate and efficient use of health sector resources to achieve Ghana’s vision of health for all.
The GoG has reaffirmed its commitment to UHC as a signatory to the UHC 2030 Global Compact and is spearheading the Global Action Plan for Healthy Lives and Well-being for All. In 2019, the Ministry of Health (MoH) also began developing a UHC Roadmap to guide the process for Ghana to achieve its vision of health for all by 2030. Ghana’s UHC Roadmap identifies strengthening data and digital health as a key part of its priority interventions around improving quality of care and information management.
The Accelerator is supporting the MoH to facilitate the Health Information Management Systems (HIMS) Governance Technical Working Group (TWG) and will support the TWG to spearhead data integration and interoperability activities within the health sector. Activities being considered by the HIMS TWG in the immediate to long-term include:
Development of health sector HIS strategy, including policies and guidelines for data sharing, access, and ownership
Integration and interoperability of all systems with the DHIMS II national database
Development of a nation-wide health facility and health provider map
Development of a health sector master dashboard
The Accelerator will also support other agencies to develop operating procedures, build systems and explore options for efficient integration and interoperability of Ghana’s current health information systems.
II. Consultant Role and Scope of Services
The consultant will work closely on and support the Accelerator’s portfolio of activities related to IT systems, data systems governance, data integration and interoperability within Ghana’s health sector. The consultant will also support the Accelerator Ghana team with activities related to data analysis and data visualization. The consultant will be responsible for the following.
Technical SupportDeveloping Processes
Work closely with the Accelerator Ghana team to support the Ministry of Health (MoH) to initiate an intersectoral, multi-stakeholder process to harmonize governance structures and eventually systems-level integration of databases of Ghana’s health agencies and private sector, starting with the governance of DHIMS
Advise and develop solutions that serve the MOH and GHS’ efforts to modernize their data and technology infrastructure
Review procedures and provide necessary advice on the organization of data, including assisting with database creation, developing data entry procedures, and preparing preliminary documentation
Provide overall support and manage all Accelerator Ghana sub-activities related to IT systems and data integration and generation
Provide strategic, technical, and operational support for the execution of IT systems and data integration and generation activities
Apply knowledge of the broad principles of computer science, and information sciences to enable effective public health research, surveillance, response, and evaluation that will support the best decision making for Ghana health sector agencies
Support the Accelerator Ghana to review the designs, plans, and proposed activities that relate to IT systems and data analysis
Review and provide necessary advice to contribute to the nation-wide facility mapping exercise for the development of an electronic system to support real-time updates and data for decision making, and accompanying plan/user manual
Review the health sector data integration plan and make recommendations for improvement and further progress
Review the health sector data strategy and revised e-health strategy and make recommendations for improvement and further progress
Building data systems
Support the MoH to build a national master dataset with information on all health facilities including teaching hospitals, Christian Health Association of Ghana (CHAG), private for-profit facilities, health training institutions and other health institutions such as the Food and Drugs Authority.
Data analysis/Visualization Support
Advise the MOH on methods and better ways to obtain and analyze data to improve quality and the efficiency of data systems.
Provide in-depth statistical analysis to support data outcome measures and projections by generating reports, graphs, and narrative evaluations
Review work products to ensure quality and consistency of content
Provide data and analytical support to all Accelerator Ghana sub-activities as needed
Create visualizations to present the relevant work of the Accelerator Ghana sub-activity teams graphically and in a visually appealing manner
Contribute to data collection, including quantitative and qualitative data and interpretation, and apply quantitative methods and techniques to manage and analyze research data
Translate complex data analysis concepts and requirements into clear, digestible, and useable information
Extract, clean, manipulate, organize, and analyze data using Excel and other platforms
Program Management and Coordination
Draft, compile, and edit assigned portions of project reports
Attend and participate in regular check-ins and meetings with the Accelerator Ghana team, funders, and external stakeholders
Support dialogue and correspondence with government stakeholders and funders when required.
Monitor progress on Accelerator Ghana sub-activities related to IT systems and data integration and generation, highlighting potential risks or malfunctions and act proactively to resolve issues
Support the planning and facilitation of activities for the Data Governance Technical Working Group and Steering Committee.
Work closely with Program Coordinator to plan for, coordinate and execute virtual and in-person meetings, including reviewing and approving meeting agendas, and ensuring the availability of personnel
Advanced degree (Masters or higher) in computer science, health informatics, statistics, data analysis, or related field
Minimum of 5 years’ experience in data analysis and quality assurance practices, public health information systems, public health data sets, and related disciplines
Background or knowledge in public health strongly preferred
Experience with data organization and visualization and effective reporting of program metrics
Ability to spot linkages between data sets and to present written text in visually appealing diagrammatic forms
Experience with tools and practices for effective data collection, analysis, and presentation
Strong foundation in quantitative research methods andexperience in implementation research is preferred
Knowledgeand understanding ofthe concepts of equity, access, coverage, financial protection, and modern research methodologies toassess these is an asset
Excellent written and verbal communication skills, including ability to present to internal, external stakeholders and funders
Ability to organize, perform, and track multiple tasks accurately in a fast-paced, detail-oriented environment
Proven ability to work successfully as part of a team and effectively collaborate with internal and external senior-level stakeholders
Excellent planning and organizational skills, including the ability to manage a range of tasks with conflicting priorities
Competency in Microsoft Office and other programs necessary to complete work
Experience cleaning and analyzing data with R, SAS, and SQL preferred.
Ability to conduct, interpret and report multivariate statistical analyses
The position is open to Ghanaian nationals only
Time Commitment and Salary
Total number of days not to exceed 136 workdays (an 8 hour working days) for the duration of the contract, from November 9th to May 30th. Daily service rate will be determined according to incumbents’ professional degrees, years of experience and salary/consultancy rate history.
